This may seem like a silly quesiton, but what does "R222 Car Care Products are made by P21S for export only" really mean? Is there a difference in strengh or concentration between the two lines (P21 vs R222)?

It may have to do with the VOC levels or the addition, or lack of, certain chemicals. I think the U.S. laws are a bit more stringent than some other countries.

Strange how trademark issues affect these particular car care products.
First, Brookside Import Specialties, SmartParts (BIS) must import the P21S products/brand from European suppliers/manufacturers/re-sellers...<hard to find this out exactly...then turn around and re-label them for export back to Europe.
Could be a German Enterprise Zone thing-a-ma-jig. Or...Patents...perhaps.
I know I enjoy my S100 purchases from my local HD dealerships.

Bingo. It's all a branding play to bring in profits. Most people can see right through it, hopefully.
