I See Spots

What steps would you suggest to remove these water spots on a Toyota Tacoma (not sure of the year)? The guy told they've been there awhile & it looks it. Seems like the water spots have water spots.

I tried a test spot w/ a little compound & it turned the pad black. Photo is by the wsw nozzle.
