Cleaning Painted Rims?

What would you use to clean black painted rims?

No clear coat on them.

Am I restricted to soap and water?

I would say yes. The easiest thing to do will be to clean them as regularly as you can. I painted my wheels on an old civic I had and I was able to keep them pretty clean with just soap and water. I was afraid to use anything harsher on them since there was no clear.
