buncha tree sap

I've got a roblem with what looks like tree sap Clay bar , alcohol, WD no luck where to go now? It looks like small white spots at first I thought it was paint problems but the more I look at it I think it's sapFeed back please

A solvent may help if aPC doesnt remove it. A compound should remove it if all else fails IMO. Good Luck!
