It's been sitting in my garage for easily over a year, and if I remember correctly, when new, it had an aqua blue color to it? I'm wondering if this stuff is still usable?

Doesn't matter, you don't need it, toss it and prime the pad w/ product by working it into the pad with your finger tips...

I hear you Tad, it's just so much easier to spritz the pad rather than have to prime it. Is priming more effective?

Priming with the product you're going to use insures 100% of the face of the pad is working for your at 100% effectiveness right from the very start. It dampens the entire face of the pad like priming with a pad conditioner would do but not as moist as most products are lotion like, not-water-like.

It's seen high 30's, but not any colder than that.
