After paint correction and before wax/sealant. If you're polishing the paint, you really don't need the cleansing lotion. Polishing will remove any old wax/sealant and you can wash your car after polishing to remove polishing oils. I would only use the cleansing lotion if you want to remove an existing wax/sealant.
