I'm aware the higher PH the more caustic a chemical is. However, does having a higher PH mean a chemical is stronger in cleaning ability?

The short answer to that would be no..On the PH scale 7 is neutral and as you climb up it becomes more alkaline. For example ammonia and bleach would have a very high PH and below 7 heading down to 1 would be very strong acids. The extremes of either side of the PH scale would be considered caustic. Both alkaline and acidic chemicals can have strong cleaning albities depending on what they are interacting with.

Lets take an APC with a PH of 10-11, and another APC with a PH of 14. I would think the APC with a PH of 14 would have stronger cleaning ability because it's further away from neutral. Does that make sense?

PH doesnt determine the amount of cleaning ability. Its the chemical make-up that does and how it interacts with a specific substance. Lime juice has a PH of about 2.0. Though lime juice is highly acidic on the PH scale, it doesnt make a very good wheel cleaner now does it?

Yes it doesn't, but it helps in degreasing though.

But seriously, dave and lasthope are right, ph isn't directly associated with cleaning ability. :)
