Saturn with a "shrink wrapped CC"

Now, this may not be clear coat at all, but i was looking at my younger brothers car and noticed on the insides of the doors, to almost be a film that was all over the door. I could see where the edges ended inside the door, which means its covering the entire door.

My question is....... what the heck is this? Is it a cheap factory way to protect this 2002 Saturn paint? I will talk some pictures for you guys so its more clear.

I am guessing it is clear vinyl like the 3M bra type stuff.
