Will any of the headlight lens care products work on removing scratches on shiny black plastic parts?

You would be better off sticking to standard paint polishes and pads. I think that a lens kit will be way overkill. Always start with the least aggressive approach, and work your way up if that does not deal with the scratches. What do you need to correct?

I've had good luck with Meguiar's #205 on shiney black plastic window trim. I occasionally use Meg's #105 on headlights that aren't too bad. Their headlight cleaner polish is likely more abrasive, but I don't know for sure. Anyway, what really cleans the headlights is the sanding discs, the polish they provide is only to refine the surface to a smooth finish.

It looks like you'll need a small pad for that spot jpegs, try a few other paint compounds before you try the headlight compound.
