There are two ways people interpret the dilution such like 10:1.

In industry, 10:1 means 1 part product diluted to 10 parts solution (water or something add to generate 10x). You usually are interested in the final solution total (selling a quart, etc).

However, you see the term diluted 1:1 which we know means 1 part product and 1 part water. In the industry terminology this is a misnomer since it should be 2:1.

When you see the term 10:1, do you read it as:

A. 1 part product with water added to get 10 (such as 1 oz in 10 oz of final solution so about 9 ounces water)

B. 1 oz product to 10 oz water so final total should be around 11 oz.

B would be and is my method of dilution.

I don't quite understand what you are saying in the portion of your post that I hi-lited.
To me:
1:1 = 1 part water, 1 part product
2:1 = 2 parts water, 1 part product
10:1 = 10 parts water, 1 part product
Etc.

Let me get this right
lets say you are working with APC+ and to do 4:2 Ration , this meas that i have to Mix 4oz of APC+ with 2 Gallons of Water ???

iS the Formula equels to , 4(Oz):2(Gallon)???

No, no, no!
The dilution ratios we are talking about are equal measurements.
I usually think the ratio has the water first so a 10:1 would be 10 parts water, 1 part product. That would hold true for ounces or gallons although ounces is more commonly used by hobby detailers.
A 4:2 ratio is actually a 2:1 ratio and would mean 2 parts water to 1 part product.
That would seem to be very strong for APC+, but I think you were just using that as an example.

The ounces per gallon ratios seem to come more in to play with the multi-purpose products like ONR or DP RW&G. Their instructions are pretty clear as to the unit of measurement to be used.

I can see how this can be confusing.

10:1 to me, means 1 part of Product = 10 parts of Water.

I do think most of the products we use and dilute do have the water to product ratio listed with the water first. I can't think of any I use that don't list it that way unless they are saying x number of ounces per gallon like DP RW&G or ONR.
