Why not try the EZ-detail or Dayton speed brush. I kow they are mostly for rims, but they will fit between.

A toilet stool brush is of some help.
This mug scrubber shown below works on some wheel wells and the inside barrels of some wheels. The handle is about 12" long and the foam scrubber is about 3" in diameter and 4" long. I think it came from Wal*Mart.

An inexpensive cotton wash mitt works really well for this task.

I have this same problem on my G35 Coupe. I just spray my wheel cleaner inside the wheel wells. It uses a lot more product to spray into the wheel wells, but it's worth it. I give the wheel cleaner extra dwell time before rinsing so it can clean as nicely as possible. It comes out pretty decent.

I turn the front wheels sharply right and then left which opens up the space. Rear tires have plenty of clearance.
