makita bo 6040,pads dont stick?

i purchased a b0 6040 about a month ago still looks like new but when i put on new pads they dont seem to stick,has anyone else had this issue,if so how did you fix it? its been since day one but now 10x worse..

UM,6INCH I THINK PADS ARE SAME SIZE AS BACKING PLATE..
