it sounds quite similar to those new power strips with surge protection and power stabilation features. Monster offers many for home theatre.

A buddy of mine at work has one (at least I believe it's the same one), and it shorted out and luckily didn't burn down his house. The company is not standing behind it (although they asked for pics of the install and for him to return it). They blame a faulty install, but it was installed by a licensed electrician and the fire started "inside" the box.

Salt river project here in Arizona did a study on this and the comment "this system is more like a surge protector and did not save any electricity". It was on the local news here a few weeks ago. Save your money as the scams are hot and heavy right now.
