Clear coat peeling off and possible pitting? Fixes?

Newbie here and was wondering if there was any way to fix the clear coat coming off and maybe some small pitting? I just had these rims put on less the a month ago and been keeping up with them using a PH balanced cleaner ( Black Magic) and a few times with dish soap and water. But for some reason the clear coats peeling in just one spot. Someone told me it could be a manufacturering defect or something along those lines? Thanks for any advice cheers.

There’s nothing you can do except get them repainted. Obviously the wheel was not prepped correctly and the paint is not sticking.

I should of clarified that they are Pacer Chrome rims. But ya, looks like they messed up on this one.
