What are these specs on my trim

I have an 89 mercury grand marquis and I cant get these specs out of the trim and bumper. Ive tried megs polish and zephyr 40, clay bar and fine steel wool. Haven't tried iron x yet though. Nothing seems to work. I dont even know what the specs are

I know it's been a while since you posted this, but those look like the plastic is pitting. So not really specs of anything but deteriorating from the inside.
