I've watched a video where Mike Phillips picks up a line of polish with the rotary polisher, can this be done with a dual action, or the flex xc3401vrg?

Yes, if you’re good.

Most people like to add polish to the pad and then pat the pad around the panel in order to spread the polish and prevent any splater when they turn the polisher on.

I don’t do either of those 2 methods, I simply add polish to the pad and start off slowly, just enough to spread the polish, then go full speed.

That's what I usually do, but Mike Phillip's makes it look so easy,lol.

That's how I do it although now some of the compounds I use say not to ribbon (lines) on the paint surface but rather to put a blob down and work it in.

I still ribbon out of habit most of the time though and I can pick up a good sized line at high rpm and not splatter,,after awhile of doing it you don't even think about it I guess.

I use Mike's "kiss the panel" method mentioned above. That is, apply product to the pad and then touch several sections of the panel to spread it around.
