I like to use P21S Polishing Soap.

I cleans well but doesn’t seem too aggressive.

P21S Polishing Soap - State-of-the-art German metal-polishing technology is now available from P21S. (https://www.autogeek.net/p153.html)

Try metal polish first. If not satisfied with the results, then try extra fine (000) steel wool, and use metal polish to enhance the result. Always try at an inconspicuous area first (ie. bottom "inside" end of the tip).

Are they chrome or brushed aluminum?

I usually spray the tips with oven cleaner and let it sit for an hour. Works great if they are warm/hot. Magic eraser and some metal polish on the inside and metal polish and a long strip of cheap microfiber for the outside.

I just cleaned mine (http://www.pbase.com/timothylauro/image/168029030/original.jpg)part way under today even with oven cleaner.

I was assuming they were stainless when using steel wool,,,do test spot first with brushed alminum to be sure it don't scratch

Are they chrome? I’ve seen Camry’s with a white dual exhaust. And hoping it wasn’t some dude gluing PVC to the rear panel for a ricer look. (I live in SoCal. We see this stuff here).
Presuming they are chrome, one more vote here for P21 polishing soap. Coating them with a rim/metal/wheel coating helps too.

Maybe they are stainless, I know they are not chrome. I just have some of that brown stain at the bottom of them I want to get rid of.

So my P21S showed up today and at first I was confused. It is like a solid puck of cleaner, not a paste like a wax, then I watched a video on it where you soak the foam applicator full of water and then squeeze most of it out and then tap it in the tub of P21S. LOL.

Ok, Well, anyway it was easy, fast and got great results. I am a believer now.
