Have anyone living in a apartment complex ever tried using a cigarette outlet converter (example: here (https://www.amazon.com/s/ref=nb_sb_noss_1?url=search-alias%3Dtools&field-keywords=1500+watt+inverter&rh=n%3A228013%2Ck%3A1500+watt+inverter))? I would like to get a vacuum/blower (something like this: link (https://www.amazon.com/Metropolitan-Vac-Blo-Compact-Vacuum/dp/B0002SDN7W/ref=sr_1_1?s=hi&ie=UTF8&qid=1491836961&sr=1-1&keywords=vac+n+blo)) but would like to hear from those who have tried running a inverter using the cars battery. I want to use a blower to dry my car so the vacuum is a nice bonus. Pro/cons would be appreciated.

For that particular item, it runs at 11.5amps 110v, thus, 11.5*110= 1265watts Give it a 20% boost just not to have the inverter running at full capacity would yield ~1500watts. A inverter with a 1500 watts output should cost no more than $200.

Power inverters do not play well with motors running near the inverters capacity. Motors have a significant startup surge that goes well beyond their running current. Serious power converters with a larger capacity like the ones used in industrial applications and some travel trailers may handle it better. But the cheaper ones you're referring to are more likely to struggle or fail. In either event, they consume a lot of battery. You may find yourself looking for a jump start.

You might be better off with a small generator.
