Has anyone used this, and does it work or is it just snake oil? The other option is to do the chip repair the old school way.

First off, I'd remove the link as it is in violation of the rules on the forum ...

I have heard that this process where you wipe paint across a whole panel to fill in the chips and then the chemical just removes all of the paint not in the chips. From what I can tell, it is basically a quicker way to paint in the chips instead of doing them individually. The paint settles in the valley (chip) and the excess is removed... I'm sure it'd be good on a vehicle that has hundreds of chips. For a few chips here and there, the old school method of filling and sanding will work just fine. Or a repaint if it's really bad...
