I have attached photos.

First one, this wheels have extremely bad stains. He did a lot of track race with high performance race brake pads and wheel cleaner, iron x, p21s finish restore won't work.

Second one is stain on plastic piece on front bumper that won't come out

Any idea how I should tackle this??

My track wheels never unstained. Depending on the pad & the temp of the pad material when it wheel the surface you may find it embedded in the surface. I was able to clean them, make them smooth, but the stains remained unfortunately.

I would try zep 505 or citrus degreaser, as well as a tar remover. If that fails, try using a light polish by hand.
