Kind of hard to tell from the picture. Do you have any information on the history of the paint?

Ok, I don't know what we're looking at. Paint chips, that spot that could be a different color or could be a reflection, what?

It's the reflection of the swirl o matic brushes.

If you are wanting an approval,
from someone on the AGO forum,
for you to go ahead and wet-sand
original OEM applied paint---that's
been through the torment that you
listed above---Well: you won't be
getting it from me!!

Not sure how to make it more clear. That dull spot is not a reflection.

Best bet is to look at the spot under a microscope to make sure it's not some sort of paint failure. Also measure the film build of the paint on the spot that is dull compared to the surrounding areas to make sure it isn't dull due to missing clear coat.

Simple way would be to take a white towel and white compound and gently rub the area and make sure there is no paint transfer. If there is paint transfer the problem area cannot be fixed by sanding, polishing, or waxing.
