No, this is how the customer brought it in asking me to see if I can fix it. It turned out like this 48 hours after the customer took possession so I do not know if the dealership put something on it or if the customer did. The customer says the dealership will not correct it. There are supposed to be 2 other vehicles like this like this from that same dealership. What do you think they used on it or have you seen anything like this?

They are using some kind of product which is a.) either making it chalky and hopefully can be cleaned off, or b.) is permanently changing the pigment of the plastics. I'm hoping it's option a.) and if that is the case, a good vinyl/leather cleaner should make short work of resolving the issue. If it's b.), then I suspect small claims court.
Whatever you do, take lots of photo's and have the customer sign off on a waiver. Mask off a small 2"x2" section and use that as your test for the vinyl leather cleaner. I recommend Pinnacle Vinyl Leather Cleaner or McKee's Total Interior Cleaner.
Someone at that dealership needs an education!

It has to be something the dealer did. There are tons and tons of scat pack/RT challenger and chargers running around Michigan and this is the first I've heard of the issue.

This problem has been noted on Challenger forums and is thought to be caused by improper storage (unheated, with uncontrolled humidity). It’s compounded by use of dressings or protectants beforehand.
The good news is that it is fixable with patience. Multiple applications of soap and warm water with a soft brush to get into the pores will take the chalkiness away. Then, avoid oily dressings and use a good quality vinyl cleaner to rehydrate.
