Alcohol wipe after buffing?

I read somewhere that it is good to wipe off residue with a 50/50 alcohol-water mixture to remove anything hiding in small scratches. Do you agree and does this apply to ALL buffing products?

Also, what type of alcohol is it? Rubbing alcohol?
