Defective or normal?

I just got in my brand new PC from autogeek today. I took it out of the box and upon holding it I found that the plastic part that houses the head wiggles a little. Is this normal?

Just want to make sure everything is in working order before I start using it.

It will wiggle unless you screw on the handle. You can put screws in the side threads if it bothers you.

please remember to install the washer, it is the biggest complaint and should be found easily in instructions.

washer? i'll check the box

edit: found the black plastic washer on the white pad the PC came with....put it on the velco backing plate.
