A 1 X 10 piece of decking, pad it with a 2" thick foam and cover with vinyl.
On the bottom edge, attached three blocks of wood in a circle that will fit inside the bucket. That will keep it from slipping out.

Just buy one of those shop seats with the wheels on it...craftsman makes them among others...any hardware store or homedepots got them...way more sturdy then sitting on the buckets and bucket dolly...plus you can access the buckets while in the seat...
