I'd think that removing the carpet would expose most of the buggers. After that, I'd get a potent roach killer into every nook and cranny. Maybe close of the car and release a few bug bombs in there. (Alternately, drive it up to Chicago or Wisconsin and leave it outside with the windows down for a few days and you'll have roach ice-pops.)
You'll have to figure out if this car is worth it. For $200, you'll probably put in a lot more money to get it exterminated, cleaned and then detailed. For a 16 year old car with close to 100k miles on it, you're probably better off pitching it or selling for parts.

Thats where i got a replacement carpet for my 2002 Camry that i inherited from my step-son. The car was totally trashed, and rather than clean the carpet, i just replaced it.
Since you removed the carpet, it's easier to replace with new. Clean the interior like a mo-fo, remove EVERY piece of trim, center console,....EVERYTHING !! and clean clean clean. Remove the trunk liner and spare, and clean. You've got a lot of work cut out for you, but it can be done, and if done right, the results will be amazing. You could easily sell the car for about $4,000 if it comes out looking awesome.
Believe me...i bought a 2003 Acura TL with 250k miles for $300 and completely restored it over the course of 2 months. Just a few hours here and there after work. But when i got done....it looked incredible. I had 4 people fighting over it when i sold it. I put it up for $3500 on craigslist, and because it was so clean inside and out, the individuals looking at it WANTED IT !! I ended up selling it for $4200, as it turned into a bidding war in my damn driveway. Yeah, it was ugly, and i'll never do it again...but I was able to get alot more that waht i was asking.
