What's the best thing to use to get this off?!

My neighbour just a couple of houses down from me has an old pontiac muscle car and he's been trying to get these hard water spots off his car and I tried to use some stuff I had but nothing worked.

Can you guys recommend what I to use to get these off. Take a look at the pics below. I have higher res pics but I think these are good enough.

Use distilled white vinegar (2 parts) isoproply alcohol 90%+ (1 part) distiled water (5 parts, more or less depending on how bad the spots are ) dont let this mixture dry on the surface make sure you use a separate MF to dry it. For the wheels you could go with a metal polish like wenol or p21s polishing soap.

Appreciate the suggestion! I apologize for this newbie question but what do you mean when you say 2 parts, 1 parts and 5 parts?

Well for example if you are using ounces, 1 part would = 1 ounce, so it would be 1 ounce alcohol, 2 ounces vinegar, 5 ounces distilled water. If that doesnt make sense just take a bottle and fill 2/7 of it with the white vinegar 1/7 with alcohol and the rest distilled water. Make sense?

If it would have been chrome, I'd recommend DP Glass restorer.
