Paint peeling

A little mishap happened this morning. There a few light scratches that should be polish-able that was the result of scraping my bumper along an object. However, under the headlight paint is PEELING off. Usually a bumper respray would be recommended but budget does not allow for that. What are my option whens it comes to relieving(since repair is out of the question) this defect. I'm worried rust will form from the paint peeling area.

It's plastic. It shouldn't rust unless chemistry decides to kick me in the A.

So what're the concerns of a paint crack/peeling issue on a plastic bumper? I'm hoping to keep this car for the next 2-3 years and I see this as a problem.
