When are CCS pads bad?

I was detailing my car the other day with just a white CCS pad on my UDM with 106ff. Even with just the weight of the polisher it looked like it had stopped spinning. This is a new UDM that I just got replaced. Yet, I noticed this with my old UDM, that with the orange CCS pad I could even apply mild pressure and it would still spin which leads me to believe that the pad is merely just dragging itself across the paint.

So would it be time to replace my pads? I've got 3 white pads that I use and have used them for maybe 7 details.
