You may have to use clay to get the spots off - especially if they're hardened brake dust. I've found those to be immune to pretty much any type of cleaner once they've gotten established.

Once the wheels are clean, be sure to put some sort of non-carnuba sealant on them. It doesn't keep them any cleaner but it makes them easier to clean. And yes, do the backs of the wheels as well.
