Need advice for removing "glue" in wheel

I found something like "glue' in my car wheel, i cannot remove it, please advise which product i can use to remove it.

I once got some 1/2 can of Dunlop glue tin spilled on my car's fabric seat. I use petrol to clean and remove all the glue with success. The petrol just soften the glue and it's very easy to wipe off.
