In my town, fast food places like McD's, Burger King, etc... are effectively banned well before I moved here in 1998. An "adult entertainment" place exists blocks from my home in the town so that simply goes to show that governments don't tend to operate logically at times. Last year, we got an Arby's in town so times are changing I guess. Keep this in mind.
1- Get a copy of the law and statutes associated with the 2 services that are banned. You need to understand why this decision was made to reject your application.
2- If you have a chamber of commerce in your town, join it, make friends and participate in various efforts to improve the community.
3- Get representative statements and/or documents from each product manufacturer showing their products are safe for the environment. I would think (and hope) they have this documentation already since they would have to have permits to manufacture and/or sell their products to begin with.
4- Start documenting clear and concise statements you can present formally to the review board.
Now off on a tangent for a moment. Is it possible for you to register your business in a neighboring city where this ban does not exist?
