product/ pad question

i have both meguiars #83 and #9 as swirls remover, however here is the question, i used #9 with the 3M black polish pad and the result was not that good. Should i change to a more aggressive product with the same pad or should i jump to a compound pad?

if the car is really bad i would step up to a more agressivre compound and a 3m compounding pas i really like those pads, but #83 is descent but it is not really agrssive enough to tackle rough paint
